Abstract:
n our time, the activity of almost all states has been stepped up to create conditions for the dynamic development of the information sphere and ensure its functioning in the conditions of the existence of a different nature of threats. The XXI century is not accidentally called the age of information technology. In this context, the Okinawa Charter of the Global Information Society, signed on 22 July 2000 by the leaders of the eight developed countries of the world, should be considered. This charter demonstrates that information and communication technologies are an important factor in shaping the world community of the new century. Scientific and technological progress has created tremendous opportunities for satisfying the material needs of man and society. New high technologies make it possible to ensure the life of members of society with almost any product, create conditions for the rapid development of industry and services. The sphere of creation and dissemination of information reached unprecedented scale and scope.
